I think pretty much any gun shop close to the CA border in NV, AZ, or OR understands what's going on when someone comes into their shop and buys multiple high-capacity magazines for cash. And trust me - none of them care. The most that will happen is that shops in NV will ask your name when you buy them. You can say no, and they'll accept that but tell you that it means you can't bring the magazines back, even with a receipt. That's just their way of letting you know that they wash their hands of this once you leave, and if you get in any legal trouble, that's your problem.

your doing it wrong. get a punch or a pen the same size as the hole. push up then forwards to slide the baseplate off. it does take a bit of force to get past those divots on a gen4 mag but its not that hard.

You could also go in the opposite direction or skip a state. Californians can head to Utah or central Oregon. New Yorkers can head to New Hampshire, central Pennsylvania, or Ohio. Maryland or Delaware residents can also go to Virginia. It takes a little longer but any theoretical net gets a lot bigger, especially when there's a lot of residents of the local or nearby states that will do much the same. Or you can time visits to elections. Or just buy smaller quantities--one to three at a time.

I've never heard of anyone getting in trouble for bringing high cap mags in California. I don't think any stings have ever been run on gun shops near the border.

Who gives a shit if they're legal or not? There's a few brick & mortar shops that you can mostly anonymously walk in, pay cash, and walk out. Federally, you bought a paperweight.

If you just want a handgun for insurance (future bans etc), then this is a fantastic route as it's not a gun until you make it it one. If you want an off-roster handgun, it could bite you in the ass if caught--so keep calm and carry on.
