There is hardly any difference between the sight picture of someone who has their stock fully collapsed and is N2CH and someone who has it fully extended and has their nose several inches away from the CH. If someone wants a longer LOP while shooting, they are not penalized in any way for that. The best position is whichever one works for you, the military simply tries to make the training as consistent as possible while also taking into account widely fielded optics with limited eye relief like the ACOG.
