Be a light, short distance rifle cartridge for cheap, that performs pretty decently at the typical 100-200yd range you'd use it for.

Reloading .357 Magnum you can easily be shooting for less than a quarter per round, .38 Special for even less (and it also suppresses pretty well).

If you want an easy plinking rifle that's cheap to shoot but bigger than a .22, this is as good an option as a 9mm carbine. If you want to get into Cowboy Action Matches, .357 is a very easy to shoot rifle (on top of being cheap).
