Boots who are still boot and still going through school or follow on training have different "Phases" oh liberty allowed to them.

Phase I is full uniform anytime off base, depending on location this could include uniform at all times and civies not authorized at all.
Phase II is normally Civies authorized, but Cinderella or sooner curfew.
Phase III is normally overnight allowed without restrictions.

So yeah, OP's a boot bitching about being a boot, an EMNCS is a Senior Chief (E-8).
