Something flexible with a soft sole, but honestly it's the wearer that matters more than the footwear. Get a pair of comfortable shoes or boots and train in them. Take an audio recorder to the woods, try to sneak up on it and shut it off, then play it back and see if you can pick out noises made by you. If you can, refine your technique and try again.
Rinse and repeat using all different kinds of terrain until you're silent.

Practice walking around and running barefoot, this will teach you to step with your forefoot instead of your heel and stomp around less. Vibram Fivefingers are nice outside, but anything rubber makes a bit of noise on hard surfaces like tile and wood floors. Inside, I like to wear pic related, but they soak up moisture pretty easily and take forever to dry. Once you git gud, you can walk pretty quietly in most types of footwear, but it takes a lot of practice to make it your habitual walking pattern. I accidentally sneak up on people in my regular boots all the time.
