I think the point is to fuck with the ATF, which is actually a marvelous idea.
If you read the ATF "white paper" leak you might have noticed a very common theme in their openness to beneficial deregulations is the workload stress they are placed under by people bugging them, and their congressman, about shitty ATF policies. Like any .gov gud boys, they seem to please great emphasis on altering regulations to make their jobs easier.
They cite this exact reasoning in arguments for the following:
