It's probably based, or is, one of those fightlite lowers. The bolt is modified so it bends downwards into the grip like a semi-auto shotguns.

I think the Fightlite SCR looks pretty badass to be honest. If I didn't already have a Mini-14 I'd unironically consider getting one.

Also, a little secret of the SCR is that the stock/receiver interface is based on the Remington 1100, so with some minimal woodworking, you can get any stock designed for the 1100 to work on it. That's precisely where some of the more unusual and colorful stocks you see on SCRs came from.
