Proximity mainly. I understand that the map is supposed to be the root of the discussion, not any possible backstories, but realistically while the factions are generally believable, a lot of the border lines just wouldn't exist like they do on the map. Like one anon said in the thread, there's no way we'd have our existing state lines as we know them.

On the mid- and northeast coast, it's far more likely that Northern NE and the RBC would be pretty chummy, with a separate faction containing southern NY/Manhattan, NJ, DE, MD, and probably NoVA anymore. The entire rest of the country, save for whatever California becomes, would probably all be politically and ideologically similar enough to have good relations.

Regardless of whether they all start out on good terms or not, over time they'd probably end up that way anyway if for nothing else than economic reasons.
