Like my apartment neighbor that door dinged my car and has been stinking up my apartment with onions.
He's a somalian shit stain so right now I've put multiple complaints to the apartment people about the smell, how crooked he's parking often taking up two spots in our already crowded parking lot, and am contacting my insurance company to have him repair my dented door panel.
The dent is on a crease so it can't easily be removed and I will be talking with the auto body shop about having them replace the entire door panel because of that.
That should nail him for at least my $750 deductible or more and increase his insurance rates.
It's also his work vehicle, a taxi, so his job might even be at stake.

His kid has also been out on the balcony banging shit on the metal bars, I believe the kid is around 10, and is unsupervised at the times he has been doing it, so perhaps CPS needs a call as well.

Only the larger towns have decent internet access. By the way, Charter will be your only choice for high speed wired internet. Everything else is worthless or point to point. Cheyenne, Laramie, Casper, and Jackson are all relatively modern. Cheyenne is an air force town, Laramie is (the) college town, Casper is an oil town, and Jackson is a hipster tourist town. What kind of land are you looking for? Mountains and streams, or just flat rangeland? Per acre the state is the cheapest in the country, but that's an average. The plains are really cheap per acre, but somewhere with nice scenery and elevation gets very expensive very fast. Also a lot of the good land is either privately owned by the rich, oil and gas companies, or the federal government.

That's pretty cool anon. Not sure how much you're willing to spend on land/home, but I would recommend a place like Casper in Natrona County. Has hills for a backstop, relatively cheap land, and the state as a whole is extremely pro 2nd amendment (highest rate of gun ownership in the U.S. by far). I know there's at least one anon from Casper who posts here so maybe he'll see this thread and can recommend it or not.

A gravel pit on some public land about half an hour away. No fees, no ROs, no bullshit, just set up some cans and targets and blast away.
