Probably not a good idea against any competent enemy with a competent air force but since that's not what you will find in the middle east I could see it being used without major problems.

Imagine you can positionate one of those into fire range near a city like London. How bad would be the damage?

It serves it's purpose fine. UAE only is pretty small and it's just there to lay down suppression to any militia groups from the main roads/infrastructure to the desert wastelands.
