I believe S&W revolvers in 44mag were the only ones documented to engage the lock while firing, due to the heavy recoil. It's interesting though that they decided to add an intricate part to have an internal lock instead of just bundling a crappy padlock with a gun.
You could open cylinder and lock the frame, it would satisfy any legal requirement.
