Well unless you are a sniper (as in the actual military profession or a hunter of the small bird called snipes) you will never own a sniper rifle.
All a sniper rifle is is a standard bolt action rifle with a scope and maybe a trigger job and free float barrel, used by a sniper. Otherwise sniper rifles are hunting rifles.
The M40A3 is just a Remington 700 in a McMillan stock chambered in either .308 Winchester or .300 Win-Mag.

Take all the money you have and split it into three equal piles.
Use the first to buy a tube of steel. There will be parts attached to this tube, but they are not important. You must look deeply into the runes etched into this metal. These runes signify names of great power: the Maker, the Creation, and the dimensions of the tube. What these runes say depends on the size of your money pile and the whims of the merchant who sells the tube.
The second pile is for a tube of glass. It will have runes inscribed inside as well as out. Those inside are much debated. While your tube of steel might eat them, it will grow sick and perform its duties poorly at distance. You must chose only the shiniest of brass tubes, and choose their numeric runes well.

If a sniper gives his rifle to someone else, it doesn't change what the rifle is. A sniper rifle is a specific type of rifle designed and built for a specific purpose just like a Formula One car is a specific type of car. Both share some features on paper but clearly the combustion engine in an A-Class isn't the same as the one in Mercedes' F1 car. Design and purpose matter, not who's using it. That's like saying a steak is just a lump of meat unless a trained chef cooked it.

There are factory built sniper rifles too. Still, the design doesn't change. If some civilian builds a rifle that a sniper can use for his job, it qualifies as a sniper rifle. It doesn't have to be used by a sniper or for sniping.

I have an AI AT which I like a lot. But obviously there's diminishing returns. For a shooter of my capabilities a Ruger RPR or a Tikka T3 would already have gone a long way.

Well, due to OP's restrictions on his arsenal, I'd also suggest going semi instead of bolt. More versatile while still being accurate enough to qualify.
