Then it's scrubbed. Is there grind marks? Maybe take a whiteout pen and apply liberally then wipe to see if you can get anything to show up. As far as the markings shown they look Russian to me but don't quote me. The Tula star didn't have a circle as I recall so I'm not sure. The B is probably a proof or QC mark of some kind as well but I don't know.
