Unless you're a machinist, you probably could not. The cases will not headspace or extract correctly due to the lack of a rim. You would need to have a completely new cylinder (and possibly ejector) made and fitted if you wanted to do something like what you're describing.

a revolver in 357 maximum would be more ideal however i unsure if anyone makes one that takes moon clips from factory so you would have to take it to some one to machine the cylinder.

Probably not, unless it's your only .38, and you already own a few 9mms. It's a perfectly capable round, and the rim is well suited to whealguns. Moonclips bend easily, and a bent clip will bind the cylinder, causing the weapon to malfunction. Even worse, it can be hard to tell if a clip is bent without cycling the weapon (similar to bent feed lips on a mag).
