Is cold rolled steal strong enough for a .22 barrel? The piece i have is similar to the one in pic. 21/32 of an inch at its thinnest point. Trying to stop spending so much money on guns to make sure i have enough for each semester of school.

Make it a lot thicker than a normal barrel.

I made a pistol barrel from 0.5 inch, chambered and built a rifling tool for it too. Just by looking I can say that I could probably go thinner if I wanted.
I made a rifle with 10" of barrel liner. First inch is soldered into a mild steel rod which in turn is JB Welded into the receiver. Rest of the barrel is inside a likewise JB Welded carbon fiber tube, 8mm inside, 12mm outside, which fits into the last 1/4" of the steel rod. Has several hundred rounds through it without problems. Barrel liner isn't dirt cheap but it's not very costly either. Local gunsmith might have a short section to sell cheap. As long as you stick with subsonics (as I do) it'll be plenty strong.
