Take a vehicule with robust suspension and powerful engine.
Weld additionnal thickness on exterior.
Either make windows very small or replace them with bulletproof glass.

If you are lazy, you can just make a concrete armor but you better be sure it's not too heavy for your vehicle and that you can get out.

It's not complex to make a armored vehicule (though it might be labor intensive).
The questions are how well armored and how functionnal it is for its purpose.

Get a bulldozer, slap in a more powerful engine if you can find one, and begin applying as much armor as you can reasonably fit.

Have the turret run off the same hydraulic system as the drivetrain for power assist, and figure out some kind of large-bore low velocity cannon that can lob huge improvised HE rounds at targets.

Add machinegun ports as necessary.

This, but with a Volvo. Tracks are made from bent metal flat stock bolted on into sections of conveyor belt.
