I'd guess napalm bombs in the tornadoes path, followed by a thermobaric bomb that detonated in the eye of the storm.
The shockwave will dissipate the tornado and the updrafts created by the napalm will prevent the tornado from taking form again for some time.
Am I stupid or would it work?
Maybe focus the attack on where the fronts meet and create tornadoes and use shockwaves to dissipate the most intense storm fronts?
