Russian planes are known to fly with their transponders off so wouldn't be if their navy travels all dark too. Military spots them but little different for civilians sharing the air or water space.

I'm literally doing an exam about ship registration tomorrow, and it's a really complicated thing.

Most ships are flagged to another country, for various reasons. Crew cost, avoiding bureaucracy, etc.

Some flag in their own nation, but this isn't really sensible in most countries. The only reasons you would are tradition or if you're exclusively trading there.

1: The US showed incompetence and let a sub to close without discovering it. Saving face by making excuse.
2: They actually had control on it, and let it play along to give Xi-Li PingPong a false confidence in his sub.

If we transfer this to the Russian spy-boat, this means that they either
1: showed such incompetence that they managed to get rammed in half by a shit the size of...well a ship

or 2: They somehow allowed them self to get rammed, and it was all a part of some epic plan.

Or Option 3: The US broadcasted to all surrounding countries it was doing an exercise with Shitty Kitty performing flight Ops in X location as is required for notifying sovereign nations. This was done well in advance. Chinese sub goes dead in the water and allows ocean current to carry it to the well defined and publically established exercise area. When sub enters a couple MILES from the Shitty Kitty it has to perform an emergency blow to surface and SURPRISE we got you America!!! Now politely move out of the way while we take 10 minutes to get our systems back online so we can at least move under our own power.

Lots of ships are flagged panama despite never going near it. Some are even flagged Best Korea of the same reason.
