Doesn't mention a lower, so you would need to buy a lower which ranges from 50 to about 150 .
I think the main reason there is no lower is because everything else ships without an FFL needed(for most states if not all) while the lower receiver would need an FFL transfer(because the lower is what is legally considered the gun).

Because PSA is a bullshit company, they make decent rifles but their order fulfillment and customer service departments suck bigger donkey nuts than Indian scammers.

They also use credit card processors that are compromised. People on reddit have credit card they use specifically for gun purchases and had fraudulent charges on those cards after buying from PSA.

Google PSA customer service to see how terrible they run the business. It's a wonder they can even keep their doors open as it is, probably because idiots keep seeing their sales and buying.
