Also it's a patrol rifle. Reliability takes precedence over the slightly softer recoil on an already low recoil rifle.
Yes, everybody swears by mid-length for 16" barrels, but it is a very minor difference that seems like a big deal because of bored people on internet forums.

Some brands to look into for slings, VTAC, Sierra Tac and Blueforce Gear.

Red dots, you have Aimpoints with the micros and the PRO. Trijicon has the MRO and then there's always 1x6 optics.

White light, Surefire, Arisaka Defense and Streamlight.

Primary & Secondary is VERY useful for no nonsense information pertaining to duty carbines and I would strongly recommend checking that place out along with doing your own homework on this kind of stuff.

How to sell this: First sell them on a suppressor. A suppressor is adds length, so you'll want a shorter barrel. An SBR is exactly the same process as an MG, so why not get the option that may be more useful in an emergency? We're going to have to go through the Form 5 crap anyway.

To sell them on a suppressor: $600 for a Silencerco Omega is A LOT cheaper than what Tinnitus will will cost the department when someone has to shoot without ears.

Maybe you guys weren't around in 2006, but overgassing rifles with 16" barrels and carbine gas was common and lead to a lot of malfunctions. Middy was a huge breakthrough and was the reason that you don't have to have a hydraulic H5 buffer with a fat boy pig tail gas tube to slow your BCG.

Call literally any Class 2 manufacturer in the nation and order a 12.5" 5.56 with a pinned Silencerco Omega. It will meet barrel length, even under CA law, to avoid short barrel status.
