Can't really tell anyone irl this story, because it makes me sound like such a bitch. I just wasn't expecting her to grab my backpack and yank me. I tell hobos, no all the time, never had one get violent before that. Ultimately made me more aware and realize I needed to think about self-defense more seriously.

If eligible, you apply through your agency HQ or Bureau executive office.

It's not terrible difficult to get, but they are rare. Not many people are eligible, as it entitles you to certain protections and benefits while traveling abroad (on a diplomatic mission).
