I got 5 80% lowers for like 20 bucks a pop, the jig is about 100 bucks. It helps to have a drill press already. tbfhwy City Arms East isnt as good as the one in Pacifica. Yes. Everything AR-10 related is more expensive because fewer companies make it and there isn't an established standard like the AR15. Even so, the Mega maten set I got was a better deal than that considering it had both receivers, then again I don't live in California (anymore).

Up until a certain date (july 2018) you can build and make as many lowers as you want. However, they must be serialized to ATF spec. You don't need to register or do anything fucky with any agency until after this date.
