Arguably it's not. In terms of raw power the ax has it beat. For anti-armor, the war pick is better. For reach you've got ranged weapons. For versatility, you've got swords.

It keeps opponents a good distance away from you, it typically occupies a larger amount of space than most weapons and you can throw it a short distance and actually score a good hit.

Because it requires almost no training.
Because when you try to kill someone you'd try to keep him as far away as possible.
Because having a spear on the side has negligible downsides even if you have other weapons.
Because when used in formation they are very effective.
More importantly, because battles are not individual duels and combatants are not stupid.
But even then I wouldn't call spears the strongest, they are the most optimum in certain situations.

Rome 1 wasn't much better. I broke the game when I realized I could spam light horses into the phalanx by commanding them to charge behind the enemy. They'd leap into the formation, disrupt it, then the enemy would melt.
I took loses, but this was literally scout cavalry versus elite infantry. The lives were cheap and the gains several times greater.
