Depends on your definition of non-dictatorial. There's a couple South and Central American countries that totally ban the civilian ownership of projectile weapons (to include pellet, BB, bow, crossbow, airshit, blowgun, etc etc etc). But if you mean in the sense of "How do you resist the government" then that's a solved problem.

Most dictatorships ban weapons for anyone but their own militia so look to methods for overthrowing dictatorships. Specifically (and be careful how you google this) look for the minimanual of guerilla warfare. It's a pamphlet style manual designed to be air-dropped or photocopied and distributed anonymously.

Basically it says to get four or so friends that you trust well and form a cell. Under no circumstances should the cell expand beyond the initial members, instead others can form their own unconnected cells.

A cell uses knives to ambush and kill police, taking their weapons and then using those weapons and ammunition to ambush and kill more police. Once fully armed, the cell can move on to larger targets.

The general idea is to use the weapons and ammunition of your enemy and wherever possible, salvage from enemies after any victorious engagement.

If your enemy is armed, you can be too.

The French Resistance, assisted by UK/US air drops of single shot derringer style guns, did the same thing though I don't think it worked all that well.

A factory that produces screws in my state uses machine tools that are over 100 years old. This machine is still used because the cost of upgrading doesn't justify the expenditure.

While the mills and lathes at my school's shop are quality machines, they are disposable in the same sense that a smart phone is. You use it until it is too broken to use anymore, then you replace it. These disposable machines are simply that, difficult to repair should a critical component break and would be cheaper to replace than it would be to find parts and hire the specialized repairmen to fix a high precision machine.

Even re-calibrating something as simple as a surface plate can set you back a lot of money.

I work in aerospace and we drill holes to the thousandth and ten thousandth by hand. Hole placement is to the hundredth of an inch, angularity to 3 degrees, and hand fabricated parts are measured to hundredths and minimum 65ra finish. Any machine with set directional controls can bring those measurements to ten thousandth in my experience. Hell, we custom cut drill bits on basic hand crank lathes not dissimilar to that other anons lathe design to ten thousandth tolerances.

The larger the assembly, the more hand fitted parts there will be. Understand that aerospace mechanics run the gamut from "extremely skilled," far more than me, to "burn the building down trying to use the toilet." Most of the physical skill comes from experience, patience and the right tools. If you're doing liaison engineering work, please find a knowledgable mechanic to bounce ideas off. They'll tell you when you're retarded and know a lot of repairs that are painfully simple fixes for surprisingly complex problems. Then you do the math to see if it will work.

Tl;dr a good engineer/machinist combo can build fucking anything.

Singapore has pretty decent gun laws for an Asian country. You can own guns of almost every type, provided you have a license. The license must be renewed every two years. To get a license you must have a reason (sport or defense), be part of a gun club, and pass two exams (medical and firearms). Where Singapore is incredibly strict is with punishment for illegal gun ownership or misuse.

From what I understand, "accurate enough" for most work (Gingery - keep in mind a very talented and experienced machinist - claims around a 0.001). Tons of accurate parts were machined on less than accurate machines. It's the way the industrial revolution happened - one step at a time.

You don't necessarily have to do 100% of stuff on a machine either. We're not mass manufacturing them (you just won't have the setup for that). You're going to do the old fashion "every part is hand fit" type guns.

The bigger issue here is that the gingery lathe uses cast aluminium for the finished product, which isn't the best metal for the job. Nonetheless, if you can find enough cans or aluminium wire, you can make a rough lathe.

This. If you look up Ian's Forgotten Weapons site, there are tons of crude semiautomatic pistols made in Warlord and WW2 era China that were literally hand-fitted together. This was coming out of a country that was just barely starting to industrialize.

Now, with China exporting cheap mills and other tooling to every corner of the earth, it's very possible for third worlders to make all kinds of crude, but very functional weapons. Just look at what comes out of the favelas in Brazil.

Oh yeah, I'm not suggesting that the Resistance did badly, just the single-shot pistols that were made to be air-dropped randomly across the cities and found and used by locals. I forget the story but hardly any of them made it into use.

Don't hate too much on Vichy, someone had to make sure there was a country to retake. I mean, they certainly did cooperate fully about the deportation and other things but some of them were just trying to make the best of an unwinnable situation and buy time for it to become winnable again.
