Bears have been doing this for literally 50+ years now, not just with us, but quite literally any Western Country with an airforce ranging from Norway to Japan

Is this a slight rise in tensions? Yeah a little bit, but since this has been happening since the days of the F-86, its nothing surprising

The Soviets used to send flights near our airspace pretty much from the moment the Tu-95 was in service. It was a good way to gauge our response time and keep everyone on their toes. Carrier groups nearly always had 'fishing trawlers' hanging around like cleaner fish and if one got within several hundred miles of anything the Soviets were fond of you would see a military vessel come bumbling out and become your friend. Major Navy installations usually had to chase those same 'trawlers' off on a regular basis and it was sort of a game between everyone.

My father served on the USS Vreeland in the 1970's and he has a handful of pictures of when the Soviet cruiser Zhdanov was so close the captain sent a motor launch over with some random shit like magazines and lighters as a sign of goodwill and to possibly make the Zhdanov quit being such a nosy shit. So these modern Tu-95 flights are just a continuation of the Russians being their usual selves.

Not really, its a long range missile and ELINT/ASW (as the Tu-142) platform.
If you assume that role is necessary, then its not obsolete.
As a side note the Tu-95/142s Russia still has are relatively new air frames, all built from the mid 1980s until the early 1990s.

There are some pretty good Bear stories.

My favorite is the one about NATO pilots constantly speeding up and slowing down while escorting Bears, so that the political commissar inside would constantly have to crawl back and forth through the bomb bay tunnel to keep them in sight and stop the Russian crews from being too friendly.

Another good one was when a Lighting was escorting a Bear and lost track of his tanker, and right when he was getting ready to divert to Greenland the Bear radioed him with directions and then said something like "Good luck, English MIG"

Could have a thing or two with the Bears' airframes being about 10 years younger than the Minuteman missiles and the fact that they are not piss obsolete underpreforming solid fuelled ICBMs that are barely kept operational by cannibalizing Peacekeeper missiles. If you mean technologically: Upgrading electronics is not that hard and I'm pretty sure they've undergone a lot of upgrades already. Airframes must be old but they fly, they fly high and if there happens an engagement others won't be able to do anything bear cannot do.
