You misunderstand how the benelli inertia action works. The gun needs to be free recoiling enough in order to compress the inertia spring, but not so much that the receiver follows the unlocked bolt and short strokes.

This is why light loads or loading up the shotgun with heavy accessories causes problems with inertia guns - they don't provide enough recoil energy or the increased mass slows the recoil enough that the inertia spring doesn't get properly loaded.

It's basically the equivalent of preventing the locked bolt/barrel of a recoil operated gun like an A5 or any browning action handgun from recoiling.
