I work for a state department of corrections Office of Investigation and Compliance and we do the same thing. Inmates get cell phones (illegal to have in prison) smuggled in and then take selfies from inside their cell and post to Facebook.

We then monitor their page and see who their friends/associates are and work with state police/gang task force to gather more intel before doing a raid and charging those on the outside for various crimes (usually conspiracy to violate state law) and then confiscate the inmates cell phone and charge them as well.
