Are laser/phaser type weapons even possible in atmosphere?

pep weapons are very possible

We are extinct in the next 50 years, so it doesn't matter.

Nukes
High energy lasers create filaments of light that remain coherent over long distances in air. I think it's called the Kerr effect.

The US Navy is very excited about lasers. In fact the new Ford class carriers produce twice the electrical power they require in order to accommodate the next gen of weaponry so it's as easy as plug and play. At least I remember reading that somewhere.
Railguns and Lasers are very much weapons that we will see coming into play in the not-too-distant future.
However, neither will be used on the infantry stage - so no star wars, I'm afraid. Both weapon systems are power hogs, and I've seen lasers described more as furnaces with the side-effect of emitting light in regards to their efficiency (though it was more in relation to space combat). Both would be mounted weapons installations, likely on a static military base or nuclear-powered warship.

Lasers are already a thing
Ford class are going to have them and one ship in the middle east is equipped with a laser for defense, UK are developing them as well and others probably are
Railguns will probably be the next big thing, there are experimental ones already but they have tons of problems
Barring a revolution in battery technology and magnetic tech in the case of rail guns, neither will ever be infantry weapons
