Your picture is from a proposition for the Oshkosh testbed of the boeing chemical laser. The military was hoping to run that with a trailer that had the then proposed portable nuclear generator. It was going to be a 120-160kW chemical laser for anti air, anti ballistic missile, and missile defense.
The military went back towards Lockheed's solid state laser because they required considerably less power and less space, albeit had a much lower power output. This still keeps Boeing's chemical laser contributions relevant for possible naval use or use for installations and more demanding anti air capabilities, but power generation needs to mature before more government spending is put in that direction.
