Can an industrial drill press deliver enough force to push a fixed rear sight out? I already tried going to hammer and punch route, the thing didn't budge at all.

Yes, it will work.

I've run into the exact same scenario more than once. You can apply pressure to the pusher using a wrench / socket wrench for leverage.

Again, if you don't want to fuck your shit up, get the right tools. A decent sight pusher is not expensive. I found mine for $20 on craigslist.

Universal sight pushers are $40 on Amazon you cheap fuck. They are a good insurance policy if you don't want to risk fucking up an expensive sight or worse, your actually slide, by smashing shit ith a hammer. Remember, it will be cheaper in the long run than taking your guns to the shop every time they need new sights.

There's a tool called a sight pusher. Maryland Gunworks makes the best ones for the value. The cheap ones on ebay could easily mar your gun without even getting the sight out.
