FOAB is thermobaric, so it generates a lot more heat.

They are similar weapons, but neither is a penetrator, both detonate in air and their damage radius goes out, not down.

Penetrators are specific, and only useful against singular targets that you know their location, and are multiple delayed explosions or a delayed explosion paired with a hardened penetrator dart.

They are also useful against vegetation. Daisycutters were used extensively to create impromptu landing zones in densely vegetated areas.

It's a big deal for operations in such areas where natural clearings are scarce, because what natural clearings do exist are easily mined and defended.

Small bombs cannot achieve this. Though, against normal targets yes large conventional weapons are very inefficient vs submunitions or multiple smaller bombs, which is why they are rarely used.

They also have to be dropped from huge cargo planes though FOAB is superior in this regard as it is smaller.

The reason these weapons aren't more common is they are only suitable for a few missions. They are not really meant for symmetrical warfare or normal targets.

Thermobaric / fuel air explosives are still interesting because they can be used for smaller payloads too, they are probably the future of conventional bombing what with all the pussies weeping about cluster.

Both are completely different types of weapons. MOAB is conventional explosive killing through brute force. FOAB is an FAE and consequently lighter due to not having to carry the oxidizer. How the shit did the Russians get the fuel to distribute evenly and mix well with the air is quite the accomplishment.

Typical HE doesnt "carry an oxidizer". for that matter FAEs aren't really crazy complicated to make work. Their largest dependency is simply having enough O2 available for complete combustion. with poor weather conditions or when used in a confined space they won't necessarily be able to burn all their fuel resulting in a sub optimal explosion.

Protip: a basic FAE device can be made with powdered metal(AL, Mg, some others) simply mixed with HE. The HE flash heats it and as the metal powder is distributed it's flammability increases in relationship with it's surface area. once the super heated metal powder cloud reaches a certain diameter it auto-ignites. that being said devices with a secondary or tertiary ignition stage seem to be preferred for professional use.
