Any missile is an anti-infantry missile when aimed at infantry.
Expect to see some dedicated missiles for ATGM launchers soon (next decade) though. Current conflicts are showing just how useful ATGMs are against non-tank targets, roughly half of all ATGM use in Syria is against non-tank targets.
