Yeah, that's nothing new. The Russians have been using them for 40+ years here and there, mostly for practical reasons. They're useful wherever you want fins that fold forward or backwards instead of to the side, or just don't have the space for long-chord planar fins. They also have very low pitching moment due to the short chord of the individual lifting elements in the grid, which can be favorable for steering fins since smaller actuators may be used. Other than that, planar fins are generally as good or better.

A 9 ton bomb like this will be about 1 psi of overpressure at 1000 yards. That would cause light damage to buildings, not "obliterate everything."

In comparison, if you want to knock over light buildings at 1 mile, you're going to need at least 3 psi (5 is more realistic) and to do that you'd need a 4 kiloton bomb.
