With the old A2 style uppers where you had to mount optics this way, you either got a chin rest or used a riser. Taking some hardcase foam and wrapping it in 500mph tape was a pretty common DIY riser setup.

Tbf, it's a lot easier to use a red dot on a carry handle than an ACOG since the ACOG has a picky eye relief.
Most dudes I knew who had to use A2s and ACOGs put cheek risers on the back of the stock (enough to clear the charging handle) to help.

So, if I were in a situation where I'd have to quickly transition between longer-range shooting and CQB work, and off-set red dots weren't available (like being forced to use shitty A2 handguards or something). And again, we live in a world where offset red-dots exist. Like, unless you're super worried about EMPs killing your red dot...
And even then, with the ACOG, you *can* use BAC in a pinch.

If you're having to do an emergency pinch switch from long to close range shooting, it works fast and well. Not as good as a dedicated red dot, but faster with more accuracy than irons.

They didn't have folding BUIS yet, and optics weren't 100% trusted. So keep the tried and true irons while mounting the newfangled red dot forward.
Eventually somebody figured out that you could saw the carry handle down to just be a fixed sight and fit your red dot on it. And later than that companies finally started making folding BUIS.
