Because it's unsafe and inefficient - you've got things like interim engines running in an airframe they weren't designed for (resulting in things like the compressor stall during the PAK-FA's airshow debut), and you don't want to buy too many incomplete jets / engines that need to be thrown away in a few years, so you buy jets at a very slow rate, resulting in terrible economy of scale.

Like the F-35. Expensive, but nearly zero risk. Everything is tested and tested and then tested again, with more testing scheduled. Hence why there are very few problems, and no deaths/crashes even though it has a fuckload of airtime with a ton of frames in service.

Even the F-22 is a multirole, albeit heavily weighted towards air superiority - it's arguably a better strategic bomber than the F-117 (more stealth, speed, radar to allow it to detect it's own targets via SAR mapping, RWR to detect enemy SAMs and allow it to avoid them, etc).
