Break-action shotguns are ideal, as are double action revolvers. You can still load both with only a bit more trouble than usual, though the revolver is tricker as there's no stock to tuck under the armpit. My uncle used moon-clips which made it a whole lot easier to load and unload.

Pump-action worked well for Arnie in T2.
Pistols-akimbo characters often use some sort of rig that holds the magazines at a convenient angle, Tomb Raider had something like that, a rear waist-level rig that held two clips so that they could be slammed into the pistols.
Equilibrium had some weighted magazines that could be tossed on the ground and balanced up-right the right way.

I think that SBR AR that's rear-balanced would be fairly easy to handle with one hand. Maybe some of those extended charging handles to snag onto a belt or something, For reloads, just having mags seated conviniently on the chest would go a long way. Once one mag is empty, drop it, clunk the rifle on the mag, push bolt release and there you go.
I wonder if Vz58 with it's BHO and strippers would be easier to reload single-handed than an AK. Probably.
