The problem with Bolters in grunt hands is not the power or the weight, it is the fact that you have to be really accurate and make those shots count. It is a compact CQB weapon with big, heavy, limited but super powerful rounds; the perfect weapon for paratroopers like Space Marines who drop right on top of the enemy, but maybe not the best weapon to use in organized line combat hundreds of meters out.
