.308 is your best bet. It's not the best round ever for that range, but it's the only one that's anywhere near "cheap". It's the most flat-shooting of the common hunting calibers, and the sniper/DM round for people with no money. Its recoil is less than most other rounds you might use for that purpose, like .30-06 and .300WM.

.243, 6.5CM, 7mm-08, and .308 can all _probably_ reach out to 1000y, and most can take deer within 400y. Their all also relatively around $0.75 per round for decent quality ammo.

Nahh, 300 WM with the right bullets would be a minimum "cheap" round. 308 loses too much steam at 1k to make reliable hits on moving targets. I've shot my 308 a ton at 1k at targets, hunting at that range is another matter entirely.

Again, shooting at a stationary 6 foot target to poke holes in it is a lot different than shooting at a moving target with a 6-12" vital zone. With a 308, a fraction off on your wind or range estimation means a miss at that range, there is no margin of error because the bullet is running out of velocity and falling out of the sky. You don't get to rack the bolt and take a second shot when it's for real.

Consider a Steyr HS50 M1. .50BMG is still a oneshot incapacitation on a deer even if it doesn't go exactly where you want and even at 1000yds. Ball ammo is dirt cheap, maybe $2.50-$3/rd if you shop carefully with adjustment incendiaries for better lethality available at around $7-$10/rd.
