The russians do it quite a lot. Search for "Chechnya armband" or "ukraine armband". FSB for example often uses a reflective armband

This thing is really a pretty old and common known tactic, even more for assault parties at night. Unfortunately I don't have modern pics of it, only of prussian soldiers using it.
