All air forces train and prep to deal with damaged runways. No way to have meaningful long term impact. Tomahawks can not crater to a significant degree.

These are not 100ton passenger aircraft. These are small military planes designed to take of from Siberian rural airstrips in winter. In some cases all you have to do to repair the runway is throw some dirt in the hole.

Is the implication that airfield had enough ordnance for exactly one Su-22 sortie with sarin, but not more? I.e., the gas was all used at the moment of the strike?

If, for example, US intelligence was not able to pinpoint the chem weapons cache - that would mean, that to prevent further attacks you need to either destroy all capable aircraft, or render airfield inoperable - otherwise, Assad could strike with chemical weapons again on the very next day. But neither the airfield, nor the entirety of aircraft, were destroyed. Next Su-22 CAS mission was launched the morning after.

To make sense, the official version should go something like this "There's still chemical weapons in that base, or it was destroyed in the attack, but the mission was not to take this capability away from Assad - it was to give him a warning not to use chemical weapons any more."

It's a deal with a dictator then, isn't it?

The rebels have no chance of putting together a stable government, it will only devolve into infighting. Just like in Libya, the "government" will be powerless and the cities will remain warzones under the control of one faction or another. Without an occupying force to keep things under control, there will not be order. Look at Iraq. By 2008 we had the situation under control for the most part. The government begrudgingly got along, and it looked like it might work out after all. Then we pulled out and bam, same old bullshit. The Shia cracked down on the Sunnis, and ISIL rolled right into northwestern Iraq and were welcomed with open arms.
