Tracked systems are simpler thus overall cheaper, and offer more surface area thus generally better on soft surfaces.
Wheels are better at everything else.

Most Run flat tires run at the same speed as the top speed of most tracked vehicles. And they run long enough for you to reach help or whatever else.
The reason tracks are used on all tanks is because ground pressure, also why tracks are able to carry more. A tire with similar pressure would be heavier and bigger.
So anyway long story short. Depends on the use of the vehicle. I think apcs should be all wheels at this point, but ifvs I'm not sure.

It's about stuff like fording a river or climbing the banks around one.
All it takes is a short strip of land that the wheels can't pass, then you have to go on massive detours
