Politically speaking, dealing with a dictatorship is much more preferable because a failed state is very hard to negotiate with, you have to negotiate with several, if not tens of stakeholders aka warlords, which is a diplomatic nightmare. That's why somalia has been abandoned to famine and extreme poverty; trying to send aid or help rebuild that shithole is impossible because those fucking warlord clowns always sabotage the negotiations if they don't get the lion's cut, so they can eventually grow stronger and become dominant or even full dictators. But of course Somalia has jackshit resources that interest the big players, so they can afford not giving a shit about those savages, but Syria on the other hand, has a key strategic position, is a thorn in Israels side, a nuisance to Turkey, and a fucking pain to Saudis.
