thing that sucks about x39 here is the ammo is so cheap and mostly steel cased so since no one really reloads, reloading components are hard to come by, and IDK about you but I'm not about to get a fucking ammo buying permit

You just can't get cheapo shit and expect it to work.

The issues literally boil down to the wrong ammo being used, no fucking shit Tula, which is barely functional outta an AK wouldn't work in an AR, you can't use a cheapo bolt, and no, shearing isn't an issue inherent to the AR15, not when the pressures of .300 memeout are almost identical to 7.62x39, and a properly made upper will have a single dip barrel extension, the dual dips are made for 556 and have a massive crevice down the middle that causes issues. Nothing else, 2 minutes with a Dremel will fix it.

With CCI primers, basic powder, and good cases I could reload it for like 18 to 22 cents a round. As opposed to the ass fucking for PPI or some shit.

.300 meme out is also a choice if you don't mind cutting down lake city 556 brass and doing 5 seconds of work.

As someone who lives in PA, my condolences. That's utter bullshit too by the way. I've had friends who lived in NJ who told me they get subjected to needing a fucking license to even buy guns too, but FFL requirements for ammo itself is ridiculous.

My second AR build was in 7.62x39. Check out CBC industries for an upper and get an enhanced firing pin from Brownells. I shoot steel case from any brand without any issues.
