Um, California Grade 2 water distribution operator here. PVC pipe doesn't work like reverse osmosis. If it's water tight, it's air tight, and I've set about two miles of PVC in the last year, and if it let air or water in or out, your drinking water supply--and that of most of the country-- would be contaminated, and you would see huge numbers of deaths due to waterborne illnesses.

I'm not sure water has enough vapor pressure to actually push through PVC, of standard pipe thickness. Non-Zero value sure, but not enough to ever matter, realistically. A single desiccant packet would manage the problem for decades, if not centuries. (Again, in human lifetime terms: forever)

PVC will hold out air and water for centuries longer that wax or tar, Use teflon plumbers tape on the threads to get a tight seal.

Remember that when you seal a section of PVC, you're also sealing in the oxygen and moisture present in that atmosphere. A nitrogen flush would be ideal, but few folks are set up for that. For long term storage, even in sealed PVC pipe, cosmoline would be a good idea.

A PVC pipe isn't a bad idea though, you could still pack it full of a preservative like grease and then seal it suspended with concrete mixture. I'm sure it's somewhat permeable but it'd be cheap as hell compared to other stuff and probably last a very long time. You wouldn't even need a hammer to get it open just drop it on rocks until an end cap is exposed.
