Rwanda pretty much sorted their shit together pretty well in this regard.

Corruption is much less rampant compared to anywhere else in africa, so what little money they've spent on military is well used. Kagame itself used to fight alongside tutsi rebels (which is the foundation of moderdn rwanda defence force) so he knew what exactly the grunts really need (basic things like proper kits, barracks with adequate, if basic amenities, military academy, support and logistical units et cetera).

They also make good use of military advisors. They may not be the first country in africa to hire these advisors, but they are one of the few countries that actually had both the infrastructures and human resources to retain the knowledge and experience from these advisors.

RDF short to medium term focus right now is to reintroduce tactical airlift capability since currently the air force is basically helicopter fleet and had to rely on air charter (or USAF) to send their peacekeepers to other parts of africa.

They're going to get several Pilatus trainer and setting up flying academy to train both military and civilian pilots in house instead of sending them to south africa. This is part of the "made in Rwanda" initiative to save foreign currency and to generate cash by offering training to other aspiring african pilots

Rwanda is nothing short of an amazement, especially after that infamous genocide 20 years ago.

My company is involved in Rwanda and I can say that how much easy it is to do business there compared to other African countries, even the more advanced ones like South Africa or Kenya

The only thing that somewhat hamper its development is the cost of building materials. Right now plenty of stuff is imported and as such building a mid sized mixed unit building cost 30 percent more compared to, say, building something similar in Johannesburg. The chinks are lobbying hard for new railway to Rwanda, and for some reason, I kinda hoped that they would succeed (because my company would indirectly involve in the project anyway)

4G connection is basically everywhere since they've spents literally hundreds of millions of dollars on underground optical fiber lines. They also had their own laptop and smartphone brand too (although I suspect that they're off branded ones from china that were assembled in Rwanda). There are also plenty of startup companies there because it's really easy to start a company in Rwanda (although you do need a proper premise for your company)

Cashless system is pretty ubiquitous in east africa (because local currency=trash, unless it's dollar or rand) but Rwanda take it one step further; you can pay taxi, bus and even buy stuff in wet market with mobile money and every traders, even the ones in wet market, use electronic billing machine (so they could charge VAT to the customers).

Rwanda isn't without its own challenge tho.

There's the logistical issue. Rwanda had done plenty things to ease this issue (dryports, border markets, improving roadway as well as simplifying custom procedure) but you can only carry so many things on a truck. Not having direct access to seaport really jacked up the price for stuff in Rwanda. There's also problems with its neighbors; Kenya, Uganda and Tanzania are one of the most corrupted countries on earth. All these unnecessary red tapes, bribery, safety tolls,etc that were imposed by these countries would translate to higher average prices of goods than what it should've been

Rwanda also relies on meme-tier energy production. Solar energy, peat pants, methane gas from lake and micro dams aren't gonna cut it. Rwanda needed cheap, dependable source of energy like a coal plant but it would scare away western donor. Rwanda still had to rely on these donors as part of government revenue.

Ultimately there's the problem about Kagame himself. People are less concerned about him staying too long at the top as much as him not having a suitable replacement in case he call it a day. I think he wanted a technocrat to replace him someday (and those who served under him are some of the brightest people in Rwanda), but these people do not have that realpolitik experience like Kagame and there's plenty of people in Congo and Burundi that wanted him dead

Mostly agriculture. Rwanda do export cash crops like coffee and tea as well as spices (pepper, chili,etc). Their main focus right now is import substitution so they grew stuff like sugar and doubling up on grains and tubers so they don't have to buy it from other countries

They're also looking to become the commercial centre of east africa. Basically Kagame envision Rwanda as the Singaproe of Africa, where all big banks/financial centres opened their branches there to serve the region

Tourism is also gaining foothold in Rwanda. There are several 4 and 5 star hotels already opened their door in Kigali as well as advertising themselves as ideal places for MICE (meetings, incentives, conferencing, exhibitions) in the region. Rwanda also packaged themselves as an alternative place for those who wanted to feel the african adventure but could do without all the bullshit (theft, kidnapping, disease,etc)
