I've heard the guns had some gas issues and the handguard falling off(?) or something along those lines. I can't exactly recall right off my head, but were those ever fixed?

Nah, it's been fixed. Apparently it was a crown issue. All current ones have new crown, and IWI has offered to recrown any barrels from before the issue was sorted out.

X95 is a 1.5 moa gun nowadays.Been like that since late last year.

The gas system on the RDB/RFB has about 40 settings. I just keep mine in the 20s and it shoots fine 100% of the time without issue. As for hand guards falling off I have no idea what you're talking about. Expect around $1000 for a RDB and around $1550 for a RFB.
