Looks like some kind of radio connector (PTT? push to transmit) If you want to debug it, try to find a data sheet and what it plugs into. You could strip the cable connecting to it, and put it in a ardunio or something

that type of connector can be difficult to affix. so it is common practice in the US Army to wet the plug.
I wet my finger with my mouth and then rubbed inside the plug. Though some licked it. Some yanked out the o ring that sealed it against dust and water. Those people got a trip to the first sgt or CSM. because they destroyed army property and made more work for the commo shop.
