By the time it gets down to civil defense neither side has the resources to conduct an offensive, at least not without external help. Untrained civilians don't make for good soldiers and their main job would be ensuring no riots happened when rations are distributed.

That's literally what Stalin did, but he also gave them uniforms. Russians have never really liked Germans and WW2 was more or less a battle for their survival. Same with Mao, the biggest mass murderer in history had plenty of support because the Japanese wanted to exterminate them.

In the case of the Volkssturm, at least the basic would not be a problem. We are talking about a nation with rigid obligatory military service and other obligatory pre military services, like the compulsory labour services, which also emulates parts of a basic military training. Add to that those members of the Volkssturm who already saw action, like WW1 veterans or those who got dispensed in some early stages of WW2.

They are still third rate fighters, of course, but in preparation they would be probably a little better than the British Home Guard.

A hefty number of Home Guard men had fought through WW1, there was a lot of experience.

And it really depends on at what time in the war we are looking at the Home Guard. By 1943/44 a lot of the more terrible people had given up and gone home, equipment and training was better than the laughing stock of 40-41. Whilst hardly a credible fighting force against a standing army, they were well trained and equipped for what they were.

Home Guard was far more varied.

WW1 men, Auxillaries and local farmers/trackers who were very well equipped and led - with an expert knowledge of the area. There were as many of these as there were underage boys and people deemed unfit for regular service.

Volksturm were a last ditch attempt to prevent the USSR flatenning Germany.

The war on the eastern front was, as far as Hitler and the nazis were concerned, a war to exterminate the Slavic people and annihilate Russian culture. The Russians basically had no choice.

That's true, but it was not immediately perceived by the population, principally in rural areas, as we imagine today. Until certain point, to the rural population, the germans were just yet another invading force threatening the current government, and as while they don't threaten them directly, there was no problem there. What really put them against the wall and forced them to form a resistance, was the total lack of initiative by the germans to try and form some kind of cooperation with the russian populace and the German Army historically natural way of dealing with partisans, that can be simplified to "There is partisan activity in this region, so it would be for the best to burn some villages to the ground to teach those guys a lesson" which, not surprisingly, backfired.
