Not in the context of military aircraft. Unless you've gone out of your way to optimize the aircraft for supersonic flight, an aircraft will always have a higher specific range at subsonic speeds - usually high subsonic. And for those that do have a higher specific range at supersonic speeds, like the XB-70, you still end up with a lower range than a similar-sized aircraft designed for subsonic flight.

Long ranges in supersonic aircraft cause weight and costs to skyrocket and force the aircraft into a very niche role - the exact opposite of what the Air Force needs out of the B-21.
