He is the one all around SecDef, that is respected by all servicemembers.

He is the exception, not the rule. Most political appointees for DOD Secretaries, regardless of branch, are usually purely political appointees, with some tenuous experience to their office.

Mattis as SecDef was an all around stellar choice.
